Default 2018 Topps packaging - No love for Canadians?

Check out the last two sentences of the first paragraph.

Anyone know what that's all about?

Canadian laws require that. I imagine it has to do with lottery laws and games of chance rather than prizes for games of skill and/or knowledge.
