For a 1960 graded topps pack, he received the package today... we were hoping for better

I would also say SELL. There is no upside to opening that pack.

The OP's friend got this in one of those repackaged boxes of garbage that are sold for way more than they are worth. Now he wants to know what his buddy should do with it.
